    Born April 13, 1944, in Bedford, Virginia, Mr. Rucker attended Bedford High School, the University of Virginia, and The American University in Washington, DC. He is a member of the Virginia State Bar. He began flying in 1964 while a student at the University of Virginia. He practiced light aircraft approaches to Dulles International Airport in the airport's early years when the traffic controllers welcomed any and all air traffic. Mr. Rucker holds a commercial license and is instrument rated. Mr. Rucker served three years in the U.S. Navy Reserve as a Communications Officer aboard the aircraft carrier USS Intrepid (CVS-11). During that time, the Intrepid made two Western Pacific/Vietnam cruises, and circumnavigated the globe. On one of those cruises, Mr. Rucker's brother, CDR Alexander C. Rucker USN, was aboard the Intrepid with VF-111, flying F-8 Crusaders. Mr. Rucker is now a real estate developer in Northern Virginia. He and his wife, Johanna Zimmerman Rucker, and their three sons reside in Fairfax, Virginia.
