Colored lithograph of a satiric cartoon. The image shows men drinking and having fun in the "Out of the Limits Saloon Balloon.' It is a balloon that has been turned into a bar to get around prohibition laws. The reverse is covered in advertisments and newsprint, showing that the lithograph was cut from a newspaper.
