    BIOGRAPHY
    Mr. Larry Chesto is an aviation consultant on satellite navigation and communications and radio frequency management issues concerning aviation. Mr. Chesto was the Director of Telecommunications Systems, Industry Activities, at Aeronautical Radio Inc. (ARINC). He was Chairman of RTCA Special Committee (SC)-159 for 20 years. SC-159 developed Reports. Minimum Operational Performance Standards (MOPS) and Minimum Aviation System Performance Standards (MASPS) for the Global Positioning System (GPS). Mr. Chesto has participated and produced papers for several activities of the International Telecommunication Union (ITU) Telecommunications and Radiocommunication Sectors, International Civil Aviation Organization (ICAO) and RTCA on aviation navigation issues. He completed 20 years with the U.S. Air Force as communications-electronics officer where he was involved with many navigation systems including GPS. Mr. Chesto served as the U.S. Air Force representative to the Interdepartmental Radio Advisory Committee (IRAC) Spectrum Planning Subcommittee and was responsible for IRAC and Department of Defense (DoD) spectrum approval of Air Force systems.
    Awards:
    1. The Bethel Alumni Association Honors selected Lawrence F Chesto as an inductee to the Bethel High School’s “Wall of Fame” in June 2009. The award was “For his outstanding contributions in the field of satellite navigation and Communication”. This award is displayed on a wall in the Bethel High School, Bethel, CT.
    2. Federal Aviation Administration (FAA) award in recognition of sustained leadership in the evolution of modern aviation, June 16, 2005.
    3. RTCA President’s Award “For sustained outstanding leadership in developing the standards upon which civil use of satellite navigation is based”. May 25, 2005.
    4. International Civil Aviation Organization (ICAO) Global Navigation Satellite System Standards and Recommended Practices (SARPs)’. This FAA and ICAO award was “Awarded In recognition of the selfless efforts and commitment toward the development and publication of ICAO Standards and Recommended Practices for the use and implementation of the Global Navigation Satellite System, including GPS, WAAS, and LAAS”.
    5. RTCA Achievement Award to Lawrence F. Chesto “For outstanding leadership of Global Navigation Satellite System initiatives that will significantly enhance the capacity, efficiency and safety of civil aviation an initiative that is effecting fundamental changes in how the aviation community operates and will dramatically improve air transportation well into the twenty-first century”, May 19, 1997.
    6. United States Air Force. He completed 20 years with the U.S. Air Force as communications-electronics officer where he was involved with many communication and navigation systems including GPS. Mr. Chesto served as the U.S. Air Force representative to the Interdepartmental Radio Advisory Committee (IRAC) Spectrum Planning Subcommittee and was responsible for IRAC and DoD spectrum approval of Air Force systems. He received the Meritorious Service award when he retired in March 1980 as a Major.
