    Mr. Baseman was born in Jacksonville, Florida, and attended the University of Florida from 1948 to 1951 and graduated from the University of Miami with a Bachelor in Business Administration Degree in 1953. He received a Master of Business Administration Degree in Industrial Management with honors from the University of Southern California Graduate School of Commerce in 1962 and a Master of Science Degree in International Affairs from George Washington University in 1972. Mr. Baseman completed the National War College in 1971, and is a graduate of the flag officers courses of the Navy Management Systems Center and the Defense Systems Management School.

    He was a distinguished graduate of the reserve Officer Training Corps program and entered the Air Force Security Service in August 1953. From 1955 to 1960, Mr. Baseman held progressively higher positions as an Operations Analyst with Headquarters 17th Air Force and as a Management Analyst with Air Materiel Forces Europe in North Africa and Europe. After returning from Europe in 1960, he served as a Senior Titan ICBM Operations Analyst, Air Force Ballistic Missile Division, Los Angeles. From
    1962 to 1965, he was assigned to Headquarters Air Force Systems Command, Andrews Air Force Base, Maryland as Deputy Director for management Policy and Organization, Office of the Chief of Staff and Chief, Status Analysis Division, Office of the Comptroller.

    In the fall of 1965, Mr. Baseman transferred to Headquarters Air Force, Washington, D.C. He served as Deputy Chief and later Chief, Management Group, Directorate of Development and Acquisition in the Office of the Deputy Chief of Staff for Research, Development and Acquisition, with extensive responsibility in research and development and weapons systems acquisition management in support of the Vietnam Campaign.

    November 1972, he was appointed Associate Director, Management Analysis, Comptroller of the Air Force.

    In April 1986, The Air Force Cost Center was established as a direct reporting unit under Headquarters Air Force. As an additional duty, Mr. Baseman served as Technical Director until August 1988. In November 1989, he was appointed to Deputy Assistant Secretary, Cost and Economics, Financial Comptroller, Office of the Assistant Secretary of the Air Force in Washington D.C.

    Mr. Baseman has been chairman of the Air Force Cost Analysis Improvement Group, a past chairman, a panel chairman of the Air Force Board for the Corrections of Military Records.

    He received the Air Force Commendation Medal, Air Force Meritorious and Distinguished Civilian Service Awards, Numerous Senior Executive Service performance awards, Air Force Exceptional Civilian Service awards, and the 1989 Presidential Rank Award.

    Retired 1998 after 44 years AF Officer/Senior Executive.
