The namesake for the USS Langley was Samuel Pierpont Langley, aviation pioneer and third Secretary of the Smithsonian Institution.  Langley tested his aircraft, the Langley Aerodrome, on a houseboat in the Potomac River, connecting him in a way to naval aviation.
